There's no actual combat footage here, but the film is dramatic nonetheless.
Just look at those rough seas, carrier decks packed with...bombers, captured Japanese sailors. We wonder what they did with them. Taken back? Cast adrift? We like the bit about the Japanese awarded medals, nice touch, Doolittle.
And watch those B-25s struggle into the air......liiiiiffffffttttt!
