The above seems, I dunno, sketchy isn't the right word, maybe speculative? It also seems very actionable from a slander perspective*.
Still, Whelan is a lawyer, former law clerk, and head of a legal foundation. Its probably not a good idea to file suit against him.
We suspect more is coming.
Update: Whelan says naming names was wrong, but does not actually recant.
*What, you think a writer doesn't know a thing or two about libel law?
